Microsoft has released a transparency report detailing Law Enforcement requests for 2012.  The following is the data released for Hong Kong:

Total Requests: 1,041

Accounts or Users Specified in Requests: 1,041

Requests Resulting in Disclosure of Content: 0% / 0
Requests Resulting in Disclosure of Only Subscriber/Transactional (Non-Content) Data: 79% / 822

Requests Resulting in Disclosure of No Customer Data (No Data Found): 20.7% / 216
Requests Resulting in Disclosure of No Customer Data (Request Rejected for Not Meeting Legal Requirements): 0.3% / 3

 

There were no requests for data for Skype accounts, but Microsoft did provide guidance on Skype to law enforcement, which suggests that there may be such requests in the future.
