Who owns government maps?

The Lands Department has been zealous in guarding what it terms "Government's copyright" by going after websites that have posted its maps online. The department succeeded in three cases in forcing the websites to remove the maps in question. The Government has been criticized for charging the public for public information. In contrast, many governments offer information to the public for free.
