Amid a legislative deadlock over copyright reform in Hong Kong, Professor Hargreaves will share his insights into innovation and intellectual property reform.

Professor Ian Hargreaves serves as the Joint-chair of Digital Economy at Cardiff School of Journalism, Media and Cultural Studies and Cardiff Business School. In 2011, he published a milestone report, Digital Opportunity: A Review of Intellectual Property and Growth, which was commissioned by the UK Government. He suggests that a parody exception is expected to bring cultural and economic benefits to the UK. The recommendations of the review have been adopted in new copyright rules since 2014.
